For context – AISLER claims it will be able to provide PCB assembly services at prices comparable to Chinese manufacturers. If that will be the case, we will have a local option for assembly!

1. Buying common components in bulk.
2. Use low cost manufacturers for generic parts.
3. Get used test equipment (or try to find a makerspace which has such tools).

Well I would prefer to be skinny.

This depends on the component. But most of the times they should be able to be reflowed three times. If you do more than just hobby stuff ask your component manufacturer.
