From the April 1936 Congressional Record, wherein Sens. Walsh (D-MA) and Wagner (D-NY) complain that new PWA housing was not deeply affordable. Soon after, they passed a bill restricting the program to the lowest incomes, which then-advocates cite as a death knell of the program.
