tl;dr ๐จ๐ฆโs low corruption: - no where to report corruption - most departments do not have whistleblower protections - ๐จ๐ฆ uses deferred prosecution agreements (DPA) to avoid any official corruption ๐จ๐ฆ doesnโt have a lack of corruption. It has so much it canโt even be prosecuted.
