This is why the inclusionary zoning game is such a racket. Opponents will just keep ratcheting the number up. There's no sound reasoning behind 55%, they're just reaching for a higher number than the last one she saw, with a minimal understanding of how the economics work

One strong move for David Eby, based on new Nov. 18 swearing-in, and NDP scrapping a week of session, could be to take housing bill he mentioned he was prepping in spring (speeds up muni approvals and penalizes them for not meeting targets) and drop it day 1 (Nov. 21) in house.
