Boards are often reluctant to prosecute state agencies. The audit by the Central Pollution Control Board shows that only 5% of the 239 non-complying municipal sewage treatment plants faced legal action.

The regional offices don’t have enough manpower to process the paperwork. Even so, the violators continue their operations.

The state pollution control boards (SPCBs) are severely short-staffed. At least 40% of the posts were vacant across the boards.
