The subtext here is that the city would have let them build a giant parking lot if it was city land and the NCC is trying to avoid doing so. It’s literally on a train line that needs more riders to be sustainable. We can (and should) build an arena that is transit dependant.

If we're actually seriously putting a 75% OCTranspo fee increase on the table, then we also ought to put other things on the table too, like massive parking fee increases, cancelling road widenings, eliminating snow clearing on select roads, closing some roads altogether, etc..
