Didn’t find the ancient paper he cites to be illuminating on China, but it did give insight into what drove the outcome we see in Afghanistan. He coins a term here “congagement” — exactly what he set into motion for the Trump admin to deliver Afghanistan to the Taliban in 2021.

Afghanistan was violently taken over. The Taliban — a criminal, terrorist syndicate — have not shown any ability to represent the interests of the people. You’re telling me they should be treated and trusted as the stewards of the nation and its resources? A sham to suggest it.

Don’t agree with Marco Rubio on much but agree on this. AACOC is there to facilitate the extraction of value from Afghanistan at a time when its ppl are least positioned to pushback or benefit. Reading benevolence in their work is not just naive, it’s dangerous.
