Both are often independent/freelance. A freelancer has every right as any other journalist to be there. Sean licensed his UCLA coverage to numerous major outlets. William's live feeds probably had more viewers at some hours than TV stations. No sign they did anything but report.

When I investigated fires burning unchecked inside Texas prisons, TDCJ responded by getting more fire alarms.

When I did the same in LA, they responded by taking away batteries.
